Rental Deposit Issue

Rental Deposit: I looked to rent an apartment in Vandalur and paid 3 months advance since the landlord insisted that I should pay the deposit right away. After negotiating, I paid 3 months in Advance. Moreover, I told her that I'll pay the remaining 3 months after the rental agreement signing. But due to the landlord's behavior and covid situation, we decided not to move and informed the landlord. Now the landlord refuses to return the deposit and does not respond to phone calls or messages.
