Registration of ‘re-sale’ of Un-approved Layout

Registration of 're-sale' of un-approved layout (Trichy area not CMDA) allowed or banned? I am planning to buy a 're-sale' unapproved plot in Trichy. This is for investment purposes and I do not plan to construct a house on that plot. I would like to know if the Sub-Registrar office, Trichy in Tamilnadu allows registration of "re-sale unapproved" plot. The layout conversion to house sites in 1986 and since then many have purchased the plots.
