Non compliance: I have following issues of staying with family especially 1.7 Year old kid in my own flat (ground floor) in 4 flat apartment.I have been talking to other owner (rest 3 of them rented) to raise the building as I get water during rain season (from floor) as we are 2-3 ft below road (after 2 times they lead road). Other co-owner of ground floor flat couldn't get rent for 1 year. Two owners of first floor didn't care, apparently. One of the first floor owner trying to sell. I want to stop that until he or buyer pays upfront upfront elevate. Is it possible legally. I gave been suffering this for last 5 years and talking to each one, it seems an strong action.
