Harassment by Landlord Trustees

Harassment by Landlord Trustees: We are 100 tenants staying in a colony managed by Trust. We are lower middle class people. Only one person is handling the trust while  others are abroad and not reachable. Our issue is he is not maintaining the colony and every other year he asks for money in the name of deposit. He is not paying tax and other payments to corporation on time for 10 years and when they get notice from corporation they force the tenants to pay and if some people are unable to pay he threatens to vacate them. There are single widows who are not even capable to survive on there own and are depended on donations and help from others because of there age.
