Agricultural Plots, Reclassified as Housing Plots can’t be Registered

I'm planning to buy an agricultural plot of 13 cents in a village named Pannikundu near Thirumangalam, Madurai, which was recently reclassified as housing plots as told by the registrar. I asked the registrar for the land registration fees. He told that the land is converted into housing plots and the we cannot register till they get a government order. He added that there is a case which is under process in court for this and told me to wait for one more month. Will the G.O will pass within a month? After that, can I register the land? Is there any problem in buying the land?
